China Proposes Export Controls on 12 Solar PV Technologies
China has proposed prohibiting or restricting exports of 12 solar photovoltaic (PV) manufacturing technologies, covering key areas such as polysilicon production, silicon wafers and advanced solar-cell technologies.
The proposal includes technologies associated with TOPCon, back-contact, HJT, perovskite and perovskite-silicon tandem cells, along with certain core manufacturing equipment. Some advanced technologies are proposed for outright prohibition, while others would require export approval.
China’s Ministry of Commerce and Ministry of Science and Technology published the draft on October 16, 2026 as part of a broader review covering 40 technologies across solar PV, AI and biomedicine. Public consultation is open until November 15, 2026.
Separately, a temporary registration requirement for specified technology exports came into effect on October 16, requiring exporters to register relevant technology transfers with the Ministry of Commerce while the proposed catalogue is being reviewed.
The move could have implications for global solar manufacturing and technology-transfer plans, particularly as countries including India and the US continue efforts to strengthen domestic PV manufacturing and diversify supply chains.
