The Indian Wind Turbine Manufacturers Association (IWTMA) has called for greater harmonisation of state-level policies and regulatory processes to help India accelerate wind power deployment and achieve annual capacity additions of around 10 GW.
In its report, “Learning from States: Policy Harmony for 10 GW Annual Wind Capacity Additions,” IWTMA highlights policy measures and best practices that can be replicated across states to support India’s target of reaching 100 GW of wind power capacity by 2030.
India’s wind sector recorded a significant milestone in FY 2025-26, adding 6.1 GW of new wind capacity, the highest annual addition in the sector’s history. This took cumulative installed wind capacity to around 55 GW by March 2026. However, IWTMA estimates that annual installations will now need to increase to approximately 10 GW for the remainder of the decade to keep India on track for its 2030 target.
The country already has a substantial development pipeline, including 43 GW of wind projects under construction, 25.8 GW awarded during FY 2023-25, and another 7.6 GW awarded in FY 2025-26. Despite this strong pipeline, the report identifies several state-level execution challenges that could delay the conversion of planned projects into operational capacity.
Key bottlenecks include transmission readiness, grid connectivity allocation, land acquisition, Right of Way approvals, regulatory clearances and the timely execution of power sale agreements. Addressing these issues through more consistent and predictable processes will be critical for reducing project development timelines and improving investor confidence.
The IWTMA study assessed eight major wind-producing and emerging states—Karnataka, Maharashtra, Gujarat, Rajasthan, Andhra Pradesh, Madhya Pradesh, Tamil Nadu and Telangana—across key stages of the wind project lifecycle.
The report recommends wider adoption of proven state-level practices, including GIS-based wind resource assessments, clear wind capacity targets, long-term transmission planning, transparent evacuation capacity information, digital approval systems and streamlined land and connectivity processes.
According to IWTMA, stronger coordination between central and state governments will be essential to bridge the gap between India’s ambitious wind project pipeline and actual project commissioning. A harmonised policy framework could help create a more predictable investment environment while supporting the large-scale deployment needed to achieve the country’s wind energy ambitions.
As India’s renewable energy transition accelerates, the ability to consistently add 10 GW of wind capacity every year will depend not only on new project announcements but also on faster approvals, stronger transmission infrastructure and efficient execution at the state level.
